Is tying a goat to a tree legal?
My neighbors have a goat and it’s up to a tree on a rope (sorta like a leash) and it’s right next to a fence. It often gets tangled in the fence and wails out VERY loudly as if in distress. Is this legal?
As a goat owner and breeder, I am forever telling people not to so much as leave a collar on a goat (unless it’s a breakaway collar), much less tie them.
Goats, like other livestock, need plenty of room to move freely and forage, and they like to climb. Any type of livestock that is tied out risks entanglement and possibly death, due to broken limbs, broken neck or strangulation.
If your neighbors cannot provide a fenced enclosure for their animal(s) as well as suitable housing, fresh food, hay and water, then this is neglect at best, abuse at worse. It may be lack of knowledge on its basic care, but they may think that their goat is perfectly okay being tied out like a dog. This is not suitable and is also potentially fatal to a goat.
If I saw that myself, I’d be quick to say something to the neighbor, and if they didn’t fix the situation, a call to the local ASPCA would follow.
